Abstract

The study aims to analyze how the development of the planning process in health management involves the teams of basic health units. In order to understand how the process of institutionalization of planning and management practices in the municipality has taken place. It is a descriptive study with a qualitative approach, of the case study type. The workers of the basic health units and the municipal health secretary of the municipality of Caruaru were interviewed. The technique used for the collection was semi-structured individual interviews, and the interpretation of the material was guided by the content analysis technique indicated by Bardin. The results show that the understanding of the workers of the basic health units about the stages of the planning process, consists of a still incipient dynamic, which influences a low participation in the elaboration of the management instruments. Professionals understand that these processes take place, but as for the construction of the instruments, many do not have the knowledge of when they are elaborated. It is essential to recognize the importance of all workers being linked to these processes, contributing to the construction of instruments, in line with participatory planning.
